Context:

Under the overall supervision of the Chief of Party/Programme Manager (CoP/PM) of the program

for Addressing Root Causes of Irregular Migration in Guatemala, the direct supervision of the

Resources Management Officer (RMO), and, in collaboration with the relevant units of the

program, the successful candidate will be responsible and accountable for providing support on

the resources management functions to the program.

Core Functions / Responsibilities:

  • Provide overall support to the Resources Management Unit (RMU) in financial, procurement, human resources and other administrative activities;
  • Manage and monitor a large and diversified volume of complex correspondence and documentation, often of confidential and sensitive nature; ensure appropriate routing, reply, prioritization, accuracy, consistency, informal translation and timeliness; bring complex, sensitive or priority issues to the supervisor’s attention;
  • Provide information and guidance to staff at all levels within the organizational unit; ensure understanding of intent and deadlines;
  • Organize high-level meetings, finalize agendas and invitations, ensure the production and distribution of documentation, take notes and prepare minutes, and follow up on required actions;
  • Organize and coordinate the work performed by other office support staff; coordinate activities across the RM unit and the program, including issues, deadlines and other requests;
  • Establish internal procedures and tracking systems for correspondence and documents; verify that work is done in accordance with corporate standards; monitor work progress;
  • Respond to written inquiries and draft responses to non-routine questions; coordinate responses to sensitive enquiries on behalf of the supervisor;
  • Follow up on the preparation of reports, correspondence, briefing notes and other documents; review documents and make changes to their format or style in accordance with standard practices; conduct research and prepare briefing materials for the supervisor;
  • Coordinate, monitor and process administrative actions (human resources, contracts, procurement, accounting, finance, logistics) in IOM’s electronic systems;
  • Evaluate ongoing support requirements of the office, adapt service provision to meet changing needs and solve operational problems as required;
  • Assist in the monitoring of budget versus actual financials for the operational activities of the Regional Office or Country Office;
  • Review validity checks on monthly payroll projectization results of the Regional Office or Country Office;
  • Validate that all Travel Authorizations are duly completed before staff are authorized to travel and validate that all TA-s and expense claims are duly completed and all supporting documents are attached prior to dispatch for computation and reimbursement;
  • Liaise with the Regional Offices, Country Offices, MAC and PAC with regard to the financial and administrative activities as required
  • Perform other duties as may be assigned.

Required Qualifications and Experience

Education

• University degree in Accounting, Commerce, Business Administration with four years of

relevant professional experience; or

High school diploma with six years of relevant professional experience

Experience

• Experience in financial administration including financial management, accounting,

budgeting and audit;

• Experience in human resources, procurement and logistics;

• Experience using an Enterprise Resource Planning system; and,

Skills

• High level of computer literacy, good knowledge of MS Office, in particular in Excel;

• Excellent oral and written communication skills;

• Ability to work with national and international institutions;

• Ability to prepare clear and concise report;

• Demonstrated ability to and exercise sound judgment;

• Knowledge of International Public Sector Accounting Standards (IPSAS) an advantage; and,

• Knowledge of SAP highly desirable

Languages

Fluency in Spanish (oral and written)

Working knowledge of English and advantage
