Location: Syria – NES – Amuda (location of GH)


General objectives:

  • Contributes to the centralization and harmonization of MEAL Plans, tools and processes including program required MEAL deliverables on the area of intervention, under the lead of MEAL Coordinator

  • Provides a methodological support to all program teams on technical questions linked to MEAL and cross-cutting issues such as: design of M&E plan, quantitative and qualitative data collection, measure of indicators, complaint response mechanism, do no harm analysis, gender and protection etc.

  • In collaboration with the MEAL Coordinator, looks over the quality and relevance of internal monitoring, evaluation, accountability and learning activities, recommendations and analysis produced by his/her department (studies, maps…)- Develop and promote quality and standardized MEAL data management and reporting system in close collaboration with Information management

  • Build capacity of MEAL and program teams within his/her fields of expertise through various effective ways

  • Support program and base management with provision of timely, quality, periodic and meaningful MEAL data/ information for decision-making and program planning and institution building.

  • Lead on planning and execution of assessment surveys in coordination with programs, and at occasions in collaboration with other organizations under sector Working Groups.

  • Contributes to institutional knowledge building and improvement of MEAL methods and techniques

  • Contribute to effective and efficient accountability system for all programs in the base

  • Promote learning and cross-sharing within the MEAL and program teams to inform program with best practices and quality improvement

  • Under the responsibility of MEAL Coordinator, follow the mission’s MEAL strategy

Specific tasks and challenges:

  • Important volume of work

  • Challenging environment of intervention with high security constraint

  • Systematic inclusion of MEAL activities into each program

  • Relatively growing MEAL team

Priorities for the 2/3 first months:

  • Assessments of needs in existing and new areas for the current and upcoming commitments.

  • Undertake cross learning and information sharing to inform MEAL strategy and program design

  • Data analysis and reporting writing for baseline and/or endline reports for the new projects.

  • Contribute to design and implement Third Party Monitoring be engaging external monitors- in strong supervision from MEAL Coordinator

  • Support MEAL interventions for projects co-implemented by Amuda and Raqqa bases.

  • MEAL dept. management and capacity building.

  • Further improve MEAL data and information in collaboration with Information Management Unit

  • Contribute to the MEAL strategy implementation (with a strong focus on accountability)

  • Ensure efficient communication flows towards implementation teams to ensure MEAL outputs are integrated in programming

  • Engage in team’s capacity building in view of nationalization of the position at mid-term perspective



  • Bachelor degree in a field related to Project Management, Development studies, Economics, Social science, – Political sciences, International relations or equivalent

  • Education or training in data management and/or data analysis is desirable


Minimum 3 years with INGO in Humanitarian Project Management including MEAL

  • Previous experience with SI being a plus.

  • Experience in HR management

  • Experience in a volatile security context highly appreciated

Technical skills:

  • Excellent command in writing and editing documents in English

  • Strong data design and analysis skills essential (Pack office, project & database software) and database management

  • Development of quality MEAL documents such Terms of references, analysis and reporting for baseline, endline surveys, post distribution surveys and Need assessments etc.

  • Previous exposure to Mobile Data Collection systems and information management, communication for development solutions including mapping

  • Good management skills required, as sometimes the management of the team will have to be done remotely.

  • Experience in managing quantitative and qualitative surveys.

  • Ability to organize training and lead meeting

Soft skills and spirit:

  • Adaptability towards changing work environment and possible volatile security situation;

A salaried post: According to experience, starting from 1800 euros gross per month (+ 10% annual leave allowance paid monthly i.e. 1980 euros gross per month) and valorization according to experience (+100€/year of humanitarian experience on an equivalent position and +50€/year of humanitarian experience on a non-equivalent position)

and a monthly Per Diem of 700 USD.

SI also covers accommodation costs and travel expenses between the expatriate’s country of origin and the place of assignment.

Vacation: During the assignment, a system of alternation between work and time off is implemented at the rate of 7 working days every three months. For a one-year assignment, the expatriate will have a 7 working days break at 3, 6 and 9 months (with 850 USD allocated by Solidarités).

To these break periods, it is necessary to add the granting of one additional rest day per month worked, i.e. 12 days in addition for a one-year contract**.**

Social and medical cover: Expatriates benefit from an insurance package which reimburses all healthcare expenses (including medical and surgical expenses, dental care and ophthalmological expenses, repatriation) and a welfare system including war risks. Essential vaccination and antimalarial treatment costs are refunded.

Living Conditions: The candidate will be based in North East Syria and share his/her time between Amuda – her/his main location/guesthouse and the other bases/guesthouse to allow closer proximity to the sites of project implementation.

In Amuda base, living conditions are comfortable with some opportunities and places to socialize. In the operational bases, living conditions are more basic with less opportunities and places to socialize, as well as some individual movements’ restrictions.
