Role and responsibilities:
This position aims to lead the implementation of all Shelter activities in our areas of operations in Syria. They will be responsible for managing the overall NRC Shelter project portfolio and staffing, which are delivered through remotely managed NRC staff and local humanitarian partners. They will also contribute to broader country-level programme development in collaboration with the Shelter & WASH Specialist.
The position-holder will be duty-stationed in Amman, Jordan, but will be expected to travel to neighbouring counties for coordination.
These responsibilities shall be the same for all positions with the same title. The responsibilities shall be short and essential. Details belong in the Work and Development plan.
Line management for project staff
Adherence to NRC policies, guidance and procedures
Contribute to the development of Country, Area and Shelter strategies, initiate and participate in the development of relevant Shelter projects
Coordinate and manage Shelter project implementation (activities, budget and project documentation) in line with proposals, strategies and donor requirements
Implement technical direction and ensure high technical quality of projects
Provide regular progress reports to the Area Programme Manager and the Shelter and WASH Specialist
Ensure that projects target beneficiaries most in need of protection, explore and asses new and better ways to assist
Develop and manage project budget (in cooperation with Area Programme Manager) and coordinate across Core Competencies (CCs)
Ensure capacity building of project staff and transfer key skills
Promote the rights of IDPs/returnees in line with the advocacy strategy
Liaise and collaborate with local relevant local authorities and other key stakeholders
These responsibilities shall be adapted to the particularities of the job location and context, phase of operation, strategic focus and type of intervention. This section shall be revised whenever a new employee is hired or the context changes significantly.
Project Cycle Management (PCM) and Implementation. Accountable for the successful implementation of all Shelter projects throughout the full project cycle. Accountable for the achievement of project targets as per donor log-frames and budgets and the development and execution of work plans, spending plans, procurement plans, M&E plans and Protection risk assessments. Responsible for Shelter representation at PCM meetings.
Staffing and Structure. Accountable for the successful staffing and structure of the Shelter project team. Accountable for ensuring recruitment and line management is conducted in accordance with the relevant NRC policies and procedures. This includes – but is not limited to – ensuring that the Shelter team maintains an appropriate balance of gender, skill-sets and diversity at Area and Field-Office level.**
Capacity Building. Accountable for the successful capacity building of Shelter staff in relevant competencies. This includes – but is not limited to – performance management and planning and resourcing capacity building initiatives within the framework of NRC strategies, tools and guidelines.
Technical Quality. Accountable for the implementation of high-quality Shelter projects in accordance with the agreed NRC Country and CC Strategies, tools and guidelines. This includes – but is not limited to – ensuring the achievement of Value-for-Money; compliance with global, national and local standards; compliance of all Shelter projects with Housing, Land and Property (HLP) requirements; meaningful consultation with affected populations throughout the project cycle; needs-based targeting and selection; and integration with other Core Competencies where relevant.
Programme Development. Responsible for high-quality Area Office-level input into Shelter Strategies and other programme development initiatives. This includes – but is not limited to –context and needs analysis, primary needs assessment, pilot activities, Shelter representation at Country Office and Area-level workshops, meetings, training and related events and Shelter contributions to proposal narratives, budgets and annexes
Monitoring and Evaluation and Reporting. Accountable for accurate and high-quality Monitoring and Evaluation of Area-level Shelter or related activities, This includes – but is not limited to –construction/process, output and outcome monitoring internal reporting mechanisms (e.g. GORS, Protection Reports), donor reports and inter-agency reporting of achievements (E.g. 4Ws) information management and filing and ensuring compliance with Country-level Monitoring and Evaluation Strategy, tools and guidelines.
Protection and Accountability. Accountable for protection mainstreaming in all Shelter or related activities throughout the project cycle. This includes – but is not limited to – ensuring the safety and dignity of beneficiaries, understanding their diverse needs, enabling meaningful access to NRC’s services, ensuring adequate accountability to affected populations, ensuring adequate participation and consultation, and supporting the realisation of their human rights. All project activities will be conducted in accordance with the Country-level Protection Strategy, tools and guidelines.
External Coordination and Representation. Accountable for Area-level external coordination and representation concerning Shelter activities This includes – but is not limited to –formal and informal forums, including clusters, working groups, camp administration and management, international and local NGOs and local authorities and local authorities in coordination with the Field Coordinator. Responsible for ensuring a constructive and regular communication on operational coordination and strategic discussions.

Minimum 3 years of experience from a senior level project implementation position in a humanitarian/recovery context.
Batchelor’s degree or above.
Experience from working in complex and volatile contexts.
Technical Shelter expertise working in construction/rehabilitation/engineering.
Documented results related to the position’s responsibilities.
Knowledge about own leadership skills/profile.
Fluency in English, both written and verbal.
Fluency in Arabic is an advantage but not essential.
Context/ Specific skills, knowledge and experience:
Knowledge of the context in Syria.
Experience with remotely managed programming.
Experience with partner-led programming.
Experience with transitional/durable solution programming.
