JOB PURPOSE

To contribute in upholding Sexual Reproductive Health and Rights (SRHR) of all people, particularly the affected people in humanitarian setting, under the umbrella of the IPPF’s humanitarian programme. To provide clinical and technical assistance to Member Associations for quality Sexual Reproductive Health (SRH) service provision and build institutional capacities to provide these services during emergencies.

This position will provide support to Member Associations (MAs) globally. The portfolio will cover the Asian MAs of the Humanitarian SPRINT project, as well as humanitarian activities under other restricted funds and responses funded by the IPPF’s internal humanitarian fund (Stream3).

KEY TASKS

  • Work with the Humanitarian Technical Lead and the humanitarian team to develop and lead the organisation’s strategic direction when it comes to SRH in Emergencies (SRHiE) – covering both emergency preparedness and emergency response.
  • Provide technical support to MAs to ensure smooth and timely SRH service delivery in emergencies.
  • Provide technical support to the Humanitarian team, Technical teams at Central Office and Regional offices;
  • Responsible for planning, implementing and monitoring SRH programming implemented by MAs in emergencies, covering – Delivery of services; Deployment and utilisation of resources (including pre-positioning of SRH supplies);Development of people; Development of systems and processes; Reach, quality, cost and time.

  • Review and provide feedback on proposals and programmatic and financial reports of the Humanitarian programme;

  • Advocate for SRH services for crisis-affected populations through participation at selected working groups, conferences, meetings, trainings, media events etc.

  • Prepare concept notes and papers on SRHiE to be presented in national, regional and international fora and working groups;

  • Contribute to the development and facilitation of relevant trainings for MAs, secretariat staff and other stakeholders;

  • Work closely with regional office teams on relevant SRH issues across the development-humanitarian continuum;

  • Prepare programmatic updates and share information on emergency preparedness and response activities with other colleagues and other relevant internal or external stakeholders;

  • Ensure gender is effectively mainstreamed within the remit of the post and in line with IPPF’s Gender Equality Policy;

  • Undertake such other reasonable duties as may be requested.

RESPONSIBILITIES

  • Lead Humanitarian Team, Regional Office development team and MA staff and volunteers on effective implementation of Humanitarian programme by providing technical support, recommendations, and advice to the project teams.

PERSON SPECIFICATION

EDUCATION & QUALIFICATIONS

  • Medical/ nursing/ midwifery education, preferably with graduate qualification in Reproductive Health / Public Health / Social Medicine / equivalent.

PROVEN ABILITY

  • Sound experience working in SRHiE with clear demonstration of experience implementing the Minimum Initial Services Package (MISP)
  • Excellent understanding of the associated technical and political issues related to SRH services in humanitarian settings including MNCH, SGBV, HIV/STI, Family Planning and safe abortion care issues
  • Experience in monitoring SRH programmes and quality of care in clinics and outreach settings, especially in humanitarian settings
  • Experience in training health providers on SRH issues and MISP
  • Substantial experience in working collaboratively with partners of different cultural backgrounds
  • Knowledge and understanding of international humanitarian aid systems and agencies
  • Experience in managing multi-site service delivery and working with multiple partners.
  • Experience in programme and budget management
  • Experience in providing technical (clinical) support to a variety of stakeholders.
  • Experience in humanitarian settings – including preparedness, disaster response and recovery.
