Base Location: Home based working in the UK until July 2022, with occasional meetings in venues in London. Then London office based. Flexible working requests from July 2022 will be considered.

The Programme Management team is one of two teams in the Programme Delivery department at the heart of driving our contribution to the Vision 2030 Agenda through a portfolio of programmes funded by UK institutional donors. A strong focus on girls’ education and humanitarian work is to be complemented in the coming year(s) by an increased focus on climate justice, women’s voice and leadership, and health including Sexual reproductive health and rights.

The Programme Management team works in partnership with CARE country offices, technical teams and partners, to ensure that programmes deliver their stated objectives for the communities with which CARE works, are managed adaptively according to context and learning, and that strong compliance and financial management is in place to meet donor requirements. While the team is not in charge of bidding for new work, it plays a key role in securing cost extensions and follow-on phases to existing programmes and feeding learning from existing programmes into design of new programmes. The team incorporates both Programme Management and Programme Finance Specialists, including a Humanitarian lead and a Contracts and Finance lead.

About you

We are looking for a Senior Programme Manager passionate about saving lives, helping communities to overcome poverty and addressing social justice to join our programme management team. Your values will be aligned with CARE’s and you are experienced at leading programmes delivered through complex grants or commercial contracts in partnerships with stakeholders across different sectors and countries, as consortium lead or on your organization’s input into a large consortium. This will be augmented with relevant qualification(s) and a willingness and ability to travel occasionally (when it is safe to do so) to closely support programmes in different countries. You will like working with people, and effective working as part of a team, with a positive problem-solving attitude. You are innovative with an eye on the big picture while paying attention to the details. You have strong report writing, data analysis and financial management skills, and an understanding of safeguarding in programmes and managing risk in complex settings. You are also committed to tackling discrimination and structural inequality and will be committed to promoting CARE International’s Protection from Sexual Exploitation and Abuse and Child Protection policy (PSEA) with team members and in day-to-day practice.

About the role

The Senior Programme Manager is responsible for the overall programme management for a portfolio of projects, from the contracting stage to completion and close out. S/he is the overall lead, managing the relationship with donors and working alongside country office colleagues, partners and technical teams to monitor project implementation, manage risks and ensure programmes are delivered in line with CARE’s agreed procedures, and in compliance with donor/contractual requirements. Specific areas of responsibilities include donor and stakeholder relationship management, programme quality, accountability, MEAL and impact reporting, compliance and risk management.

The successful candidate will be experienced leading on the delivery of complex programmes in an International development or humanitarian (conflict/fragile) setting preferably as part of a consortium. S/he will have some relevant qualification and have proven success managing programmes from a distance and incorporating adaptive/agile programme management. The successful candidate will have some experience delivering projects in one or more of CARE’s six impact areas, and a good knowledge of key donor requirements (particularly FCDO and EU), in relation to large grants and commercial contracts. S/he will have successfully led multi-disciplinary teams in multiple locations to effectively deliver safe and gender sensitive programmes in line with donor/contractual requirements. S/he will have excellent communication skills, both verbal and written, and is comfortable leading workshops and presentations and producing high-quality reports. S/he is experienced building and managing relationships with both internal and external stakeholders, is a positive collaborator and a strong team player.
