Objectives of this Role

  • Strategize, implement, and maintain programs initiatives that adhere to organizational objectives
  • Maintain organizational standards of satisfaction, quality, and performance
  • Lead, manage and oversee multiple program teams, ensuring programs goals are reached and achieving the aspirations of the Country Strategy through program development, effective coordination, consolidation, technical support, and guidance by ensuring a cohesive team spirit.
  • Manage budget and funding channels, ensuring program compliance, effectiveness and maximum productivity
  • Develop program assessment protocols for evaluation and improvement
  • Participate as a member of the Mission Senior Leadership team, working across functional teams to contribute to the Mission effectiveness

Responsibilities and Tasks:

Strategic and thought leadership and representation ( 30%)

  • Provide overall strategic and technical leadership in the design, development, planning, budgeting, and implementation of the Country Program Strategy.
  • Lead program integration, creating a one program approach and team culture for sharper impact of the Mission’s work
  • Shaping the future of UOSS Syria Mission through the execution of UOSSM’s Strategic Goals.
  • ·nitiate, coordinate, and lead UOSSM Syria Mission’s programming, ensuring it delivers on UOSSM and the Mission’s vision and objectives and championing the innovative ways of working envisioned in UOSSM’s strategy.
  • Providing thought leadership internally in UOSSM Syria Mission, and externally to partners and stakeholders on UOSSM’s approach and value-add
  • Represent UOSSM Syria Mission in key external platforms and the media, as required/appropriate
  • Manage Mission’s relationships with various UOSSM stakeholders, participating in UOSSM Global and regional initiatives as required
  • Participate fully in the annual budget process, leading the program budgeting process, and provide ongoing oversight and management of program budgets
  • Help solve problems inside and outside the department

Lead program development and delivery (40%)

  • Ensures the delivery of a program with demonstrable impact and is accountable for overall program quality and learning.
  • Develop and implement programs department’s strategic plan in participation with different stakeholders in accordance with the mission and goals of the organization
  • Develop and improve the policies and procedures of the department
  • Work closely with cross-functional teams, technical advisors and assigned programs and projects coordinators to plan and develop scope, deliverables, required resources, work plan, budget, intervention plans and timing for new initiatives
  • Develop and manage cash flow of programs to meet financial objectives by preparing an annual budget, scheduling expenditures, analyzing variances, and initiating corrective actions
  • Develop and implement risk management plans across multiple projects within the department
  • Produce program reports for management and stakeholders
  • Coordinate effectively with different departments in the organization to achieve program needs
  • Develop and implement need assessment plans in coordination with the MEAL department as required
  • Develop an evaluation method to assess programs strengths and identify areas for improvement through continuous learning to ensure the effectiveness and efficiency of implementation plans to achieve the department’s objectives.
  • Develop, implement and embed, a knowledge management system, that will ensure the sharing of knowledge across the program, in Syria, Turkey and with the broader UOSSM missions
  • Oversees the development of program and project improvement plans, to ensure effective and timely implementation of the projects and program
  • Ensures that all individuals’ rights are protected in all of UOSSM’s work in Syria
  • Working closely with the grants manager, identify opportunities for funding to ensure the financial sustainability of country program of UOSSM Syria Mission
  • Directs and coordinates external program engagement as required
  • Oversee the partner portfolio alongside the Partnerships Coordinator, with specific reference to the identification of strategic partners, and building and maintaining these relationships
  • Building and developing an approach to program quality, knowledge production and dissemination
  • Developing learning and knowledge management on programs and encouraging innovation across the organization
  • Ensuring good levels of partner and member engagement in programming through meeting their needs in donor reporting, marketing, involvement in-country strategy (as appropriate) and making use of member knowledge and subject expertise
  • Supporting the management and development of UOSSM Syria Mission’s Institutional funding strategy alongside the Grants Manager, including significantly increasing income from new donors
  • Leading, embedding, and using Monitoring, Evaluation,Learning and Social Accountability work, with the support of the MEAL department

People management and development (30%)

  • Providing high-quality leadership and support to Program Managers, project, and campaign leads
  • Manage the program team to deliver on the program strategy, providing leadership and guidance and ensuring that the management of the team is in line with UOSSM’s HR policies and procedures.
  • Develop and implement monthly work plans for him/her and his/her team
  • The Senior Programs Manager with support from Head of Programs, Head of Mission and HR, will manage the life cycle of individuals within the team from pre-recruitment to exit, including performance management processes, and working with HR on issues such as disciplinary matters
  • Build the capacity of his/her team through strong performance management, ensuring that staff members are given opportunities for development and training, as discussed and agreed, and provide support to the capacity building planning for program positions including through direct mentoring and coaching
  • Ensure an efficient and relevant staffing structure and lead structural change processes when necessary. Build a high-performance culture in the program’s team.

Skills and Qualifications


  • Bachelor’s degree in business administration or related field
  • · 5+ years in an advanced management role in the humanitarian/development sector with proven program management experience
  • Proven exceptional program design and proposal writing experience
  • Excellent report-writing skills
  • Comprehensive knowledge and experience of development programs, advocacy and campaigning, and humanitarian programs
  • ·Knowledge of capacity building, learning and development activities and how to create a learning and sharing environment with a strong knowledge management philosophy· Politically astute, with a good understanding of key external organizations, how they operate and make decisions, and the country context
  • · Knowledge of and experience working with major donors including UN agencies, EU, PRM, GIZ etc.
  • · Previous stakeholder management skills
  • · Influencing experience and ability to develop networks and build alliances
  • · Exceptional leadership, communication, time management, facilitation, and organizational skills
  • · Outstanding working knowledge of change management principles and performance evaluation processes
  • · Working knowledge of digital marketing
  • · Commitment to UOSSM’s overall mission, aims and policies


  • Experience working in the health sector
  • Strong working knowledge of Salesforce CRM software
  • Certificate in PMD
