CARE is working in Syria to support vulnerable women, men, girls and boys affected by the ongoing civil war. We work both through partners and through direct delivery of humanitarian assistance across different parts of Syria. In addition, CARE supports livelihoods recovery and resilience programming across Syria. Currently CARE’s core sectors in Syria are Food Security & Livelihoods (FSL), WASH, Emergency Response and Protection, working with over 120 staff in hubs across the country. CARE’s programs North East Syria (NES) have a strategic focus on provision of humanitarian assistance (FSL, WASH, NFIs, etc.) and resilience centered programming with a key focus on livelihoods and food security. The NES program provides humanitarian response with a mixed approach of directly implementation and through partnerships with local non-governmental organizations. On-going monitoring is conducted both by CARE staff and third party agencies contracted in locally in North East Syria. CARE will continue to strengthen a mixed hybrid implementation modality, developing the partnership approach in order to increase the response through this modality.

The Program Development and Partnership Manager (PDP-M) will be based in NES and will report to the Deputy Director of Programmes. He or she will be responsible for contributing to the fundraising and reporting, facilitating inputs from all departments to develop high quality proposals and reports, reflecting the work completed and lessons learned. In particular the position will:

1) Lead concept notes and proposals development through facilitation of the project design process, from idea to final proposal output. The PDP – M will be instrumental in consolidating inputs from various departments, ensuring donor priorities and templates are utilized, to develop a competitive and clear project proposal.

2) Manage donor reporting by ensuring learning exercises and reporting processes are institutionalized so as to capture activities achieved and lessons learned, as well as building national staff capacity on donor reporting requirements. The PDP-M is responsible for tracking reporting deadlines, consolidating all inputs and writing reports when necessary.

3) Document and file key documents for each project (Proposals, Contracts, Reports including closeouts).

4) Lead in the development of the partnership strategy and approaches for NES, working closely with the DDP, AD and HoP

5) The PDP Manager will work closely with all Program Managers as well as cooperate with key programme support functions, including Finance, HR, Administration, Logistics and Procurement.

Responsibilities:

  • Proposals Development
    • Produce and Coordinate Quality Concept notes and proposals development working with Program Managers and coordinating with M&E Manager under DDP leadership to develop new proposals or modification of existing proposals and share CO accordingly.
    • Coordinate with CSCO, DDP, PMs, M&E and Finance on proposal design and budget breakdowns according to donor requirements. Complete full coordination process (time-line development, logframe development oversight, merging and writing as required).
    • Be accountable for final drafts of proposals and supporting annexes, ensuring they are in line with donor priorities, requirements and well-written, with clear and concise logic.
    • Lead internal processes, working with DDP to coordinate Country Office on Go/No-Go, pre-IPIA and IPIAs until the signing of donor contract/agreement (including IPIA reviews), for all new funding opportunities /proposals.
    • Support DDP to ensure that CARE (NES) program reflect on CARE Global Strategy and CARE Syria Strategy, and that all thematic areas are adequately resourced. – Ensure all approved proposals/concept notes and contracts are uploaded and documented on sharepoint system.
  • Reporting
    • Contribute to the reporting to national and local authorities as required
    • Strengthen program team’s capacity in internal narrative reporting of activities
    • Write quality narrative reports, reflecting the progress and status of projects in a transparent, timely and professional manner, in liaison with DDP and program managers.
    • Strengthen processes for monthly narrative reporting and indicator tracking in order to have clear tracking of achievement and highlight under achievement to program managers and DDP
    • Ensure that Donor/CMP contractual reporting obligations/ reporting expectations and reporting deadlines are known and met by Program and program support departments.
    • Work in close relation with MEAL department to incorporate data (incl. data on input, process, output, outcome and impact indicators) in reports and clearly identify indicator tracking and achievement across NES.
    • Liaise with program support departments when preparing reports, especially with finance to ensure greater coherence between financial and narrative reports by crosschecking the matching of data in the narrative and financial reports
    • Track reporting deadline and submissions, keeping all relevant parties updated on upcoming reporting
    • Ensure ad hoc requests from donors are addressed in liaison with the CD/AD, programme and support team
    • Managing CARE’s internal situation reports at NES level.
    • Ensure all reports for each project (including closeouts) are documented and filled on CARE’s Online system (Sharepoint).
  • Partnerships
    • Supervise and develop the scope of work for the Partnerships Coordinator
    • Lead in the development of the partnership strategy and approaches for NES, working closely with the DDP, AD and HoP
    • Strengthen the institutionalization of partnership processes across all departments, ensuring clear understanding of tools, processes and roles/responsibilities between departments
    • Supervise in the identification and mapping of local organizations, particularly those with strategic advantage for CARE, including completing multiple DDAs for potential new partners
    • Supervise capacity development planning and implementation for each partner and CARE staff
    • Convene the Decision Making Committee (DMC) to make go/no go and other strategic decisions regarding partnerships
    • Support in problem solving and mid/long term planning for each department with regards to partnerships
    • When necessary, meet with other stakeholders, including local organizations, other INGOs, local authorities, to share best practice, explain CARE procedures and facilitate strong partnerships.
    • Ensure all partnership documentation (including SGAs, their reports and all related documents) are documented and filled on CARE’s Online system (Share-point)
  • Post Award Management
    • Support DDP during facilitation a of kick-off and close out meetings for each project.
    • Support DDP in IPIA modifications of existing project contracts.
    • Support DDP in maintaining oversight of on-line projects filing system.
    • Any other related assignment by supervisor

Qualifications:

  • Bachelor’s degree in a relevant field (Social Science, Public Administration, Business Administration, Developmental Studies)
  • Master’s degree in Social Sciences, Development studies or other related fields or combination of relevant education and experience
  • 5 years of experience in working in a conflict context supporting humanitarian assistance programs
  • Advanced formal, written communications
  • Understanding of and experience with various donor proposal and reporting requirements
  • Arabic speaking
  • Familiarity with the Syrian context
  • Proficiency in data visualization approaches and tools
