Overview:

Through the Bill and Melinda Gates Foundation’s (BMGF) Africa-wide Monitoring, Learning, and Evaluation (MLE) Platform, Social Impact is developing a dashboard that enables Nigeria Country Office (NCO) staff to strengthen data-informed decision-making, facilitate robust reporting, and strengthen results monitoring. To service this need, SI seeks an experienced Power BI dashboard developer to lead the multi-stage development of an internal performance dashboard. The dashboard will collect data directly from grantees and NCO staff as well as automatically incorporate data from publicly available data sources to generate engaging visuals and reports for BMGF staff.

Position Description:

SI seeks a Dashboard Developer to lead the development of a dashboard in Power BI. The Developer will receive inputs and guidance from SI around the creation and specifications of the dashboard. As the dashboard will have tie-ins to other workstreams, SI expects the Developer to work closely with the SI team, allowing for ongoing review, feedback, and modification requests from the SI team over the course of the engagement. In addition to creating the dashboard, the Developer will also be expected to provide follow-up troubleshooting and technical support to address questions, correct errors, service tweaks, and provide other on-going support around the dashboard as necessary. This includes developing both a technical guide and a user manual for ongoing use by stakeholders and dashboard maintainers.

Responsibilities:

The consultant will be expected to develop a dashboard in Power BI that streamlines data collection, analysis, visualization, and reporting over a series of four builds of increasing complexity. These four builds, alongside the user and technical manuals, constitute the deliverables for this consultancy and are as follows:

Initial Build: Tentatively slated to commence in early to mid-April until late May, this version of the dashboard will draw on static or illustrative data to visualize how the dashboard interfaces/pages will look and operate. Prior to this build, a mid-fidelity prototype of select pages will have been developed and reviewed by the client, which this version will build on and extend.

Build 2: Over June, the developer will update the initial build to incorporate a first round of feedback on the dashboard. Changes during this stage are expected to be aesthetic or basic functional modifications. A broader array of reviewers will provide feedback on this version.

Build 3: Over July, the developer will update the 2nd build to incorporate feedback from reviewers. The developer will also develop and launch the systems that integrate data into the dashboard (through APIs, input forms, etc.). This version will represent a near-final version of the dashboard for review and final feedback.

Final Build: In August, the developer will conclude the final version of the dashboard by incorporating feedback from the 3rd build and incorporating this final version into BMGF Nigeria’s SharePoint.

User and Technical Manuals: The developer will develop a user manual to guide dashboard users in the use, functionalities, and expectations of the dashboard. The developer will also develop a technical manual to assist the dashboard administrator in updating and maintaining the dashboard.

In developing the dashboard, the developer will also be expected to:

Identify, develop, and launch modalities – such as APIs or input forms – by which to automate and streamline data collected from grantees and public data sources into the dashboard.

Provide feedback on the data that will be used to populate the dashboard, specifically how the data will need to be structured and how data sources can be improved.

Navigate, help determine, and set up dashboard user permissions within BMGF Nigeria as well as other offices.

As necessary and requested, attend meetings to receive inputs on the dashboard’s layout, structure, and function during each build phase.

Incorporate more advanced components of the dashboard in later builds as those components are finalized. For instance, the Developer may be asked to calculate and incorporate aggregable indicator scores into the dashboard.

Once the dashboard is finalized, support dashboard rollout activities such as remote launch events with the client, ongoing helpdesk support, ongoing tutorials with users, ’office hours’, etc.

Conduct handover trainings with the dashboard administrator to ensure the administrator can manage, maintain, and update the dashboard.

Provide limited ongoing support to the client after rollout and handover activities on an ad hoc basis for the remainder of the consultant’s contract.

Qualifications:

Required: Demonstrated ability to leverage Power BI for fit-for-purpose use and visualizations to develop at least two dashboards of similar complexity.

Required: Experience with systems and protocols (such as APIs) to integrate data from public and private sources into dashboards for analysis and visualization.

Required: Experience with input forms or data collection platforms to integrate data from implementing partners into the dashboard for analysis and visualization.

Required: Strong organizational, interpersonal, communication, and administrative skills.

Strongly Preferred: Experience working with public health outcomes, indicators, data, and reporting.

Strongly Preferred: Experience developing dashboards that integrate data from diverse and varied data sources.

Strongly Preferred: Familiarity with programming languages – particularly Python and its NumPy and Matplotlib libraries, but also R or others.

Preferred: Experience working with and developing dashboards for foundations or donors, government departments or agencies, non-profits, NGOs, or international development program implementers.

Preferred: Experience providing on-going troubleshoot and rollout support to clients.
