DRC is recruiting for a highly qualified Peacebuilding Coordinator to lead and coordinate DRC’s overall protection activities across the large and diverse humanitarian operation in South Sudan.
Danish Refugee Council (DRC) is operational in South Sudan since 2005, working with the overall aim of achieving durable solutions for displaced populations. The Humanitarian and Disarmament activities started in 2006.
Danish Refugee Council main programme objectives (2019-2021) in South Sudan are:
To save lives and alleviate suffering among displaced people and their hosts
To reduce displacement related risks and support and facilitate solutions
To promote peaceful, inclusive and resilient societies and address root causes to displacement
DRC primarily operates across Upper Nile and Unity states and other parts of the country, both of which are heavily affected by conflict and experience high numbers of internally displaced populations as well as refugees in need of humanitarian assistance. DRC has operational bases in Maban, Malakal, Kodok and Aburoc in Upper Nile, in Bentiu, Mayom, Kodok, Central Equatoria (Magwi and Ngulere), Ajuong Thok in Unity state, and the Mobile Response Team and all are supported by a country-office in Juba.
DRC recently developed important multi-sectorial mobile response teams based in Juba able to rapidly respond to new and urgent humanitarian situations countrywide at short notice to conduct assessments and responses
Overall purpose of the role:
The Peacebuilding Coordinator will be responsible for technical standards, guidelines, training and conflict analyses supporting the Peacebuilding Team in South Sudan – which delivers activities focused on conflict prevention and conflict sensitivity outcomes (with a particular focus on youth). The Peacebuilding Coordinator will be responsible for drafting quality input to peacebuilding project reports, conflict analyses and supporting the design of Monitoring, Evaluation, Accountability and Learning (MEAL) processes to ensure an impact-driven response across the peacebuilding programme. He/She will also act as the thematic lead for all peacebuilding activities under the Food for Peace (FFP) funded project ‘Complementary Action for Resilience Building’ in South Sudan (CARB), which is a consortium led by NRC and including DRC, ACTED, REACH, and IRC. Particularly, the Peacebuilding Coordinator will liaise with DRC’s overall FFP Programme Manager, Area Managers, Technical Coordinators, and consortium partner leads to ensure consistent standards are applied across social cohesion activities, with a focus on ensuring conflict sensitivity is mainstreamed across the CARB programme. He/She will also prepare funding proposals to secure complementary funding to existing peacebuilding grants, and represent DRC South Sudan’s Peacebuilding programming to donors and other external stakeholders
- Develop DRC’s internal programme and fundraising strategies for Peacebuilding programming in South Sudan
- Work with DRC Head of Programs, Head of Humanitarian Disarmament and Peacebuilding (HDP) and Program Technical Coordinators to identify and develop technical approaches for integrated programming, particularly in the areas of Protection and Food Security and Livelihoods (FSL).
PROGRAMME COORDINATION & DEVELOPMENT:
- Coordinate the production of at least two (2) conflict analysis reports supporting conflict-sensitive programming across the CARB consortium. The reports will cover county-level conflict dynamics, or dynamics covering a cluster of counties in CARB project locations.
- Coordinate CARB consortium review meetings with FFP Programme Managers, Area Managers, Technical Coordinators, and consortium partner leads to ensure report programming recommendations are followed, and that partners have the support they require to take action on findings.
- Responsible for coordination with CARB partner field leads on context-specific conflict management approaches, including conflict sensitivity across multi-sector programming
- Technical support and guidance to the Peacebuilding Manager, who is responsible for the supervision and work planning across all Peacebuilding field teams and quality control of activities implemented by the Peacebuilding team.
- Development of guidelines, tools and Standard Operating Procedures (SOPs) for Peacebuilding teams and activities.
- In collaboration with the DRC MEAL Manager, responsible for designing all MEAL processes relating to Peacebuilding across the DRC programme, including coordination across departments and sectors to ensure that learning is used to adapt future programming.
- Development and monitoring of a programme-wide Peacebuilding MEAL Plan, including for all peacebuilding activities conducted under the CARB consortium
- Work closely with DRC Protection, Food Security and Livelihoods (FSL) Technical Coordinators to identify opportunities for complementary or integrated programming, including identification of specific funding opportunities to support cross-sector approaches
- Act as the focal point for all Peacebuilding programme liaisons with DRC sectors and external partners, to facilitate multi-sectoral support to DRC’s beneficiaries.
- Design and deliver training of trainers (ToT) sessions on new programme concepts and methodologies to the programme’s Project Managers and Team Leaders
- Provide quality assurance and regular input to training packages and approaches, as delivered by the Project Managers
- Provide DRC programme-wide guidelines on conflict sensitivity, and provide training where required to DRC Technical Coordinators and PMs
- Work with the Peacebuilding Manager to ensure that capacity building plans for national staff remain relevant and geared towards the overall improvement of quality and sustainable localisation of the Peacebuilding Programme.
- In collaboration with the Head of Humanitarian Disarmament and Peacebuilding (HDP), contribute to the sustainable management of programme growth and development, ensuring that existing capacities are considered for future strategic growth.
- Together with the Head of HDP and DRC Technical Coordinators, identify opportunities for new projects and funding.
- Develop, or contribute to the development of funding proposals
- Support the Head of Programs/SMT to identify and track Peacebuilding related fundraising priorities and create proactive engagement strategies
- Review and provide input to all relevant DRC project designs and proposals, to ensure conflict-sensitive approaches are well-developed and communicated.
EXTERNAL REPRESENTATION & ADVOCACY
- Strengthen DRC’s contacts and coordination with relevant government departments, UN agencies, NGOs, CSOs at the national on issues relating to conflict management
- Share DRC learning concerning peacebuilding and conflict sensitivity, including through presentations to the UN Cluster system
- Represent DRC Peacebuilding in CARB consortium meetings across the UN Cluster system, including the Protection Cluster and HLP Technical Working Group
- Provide input to donor narrative reports.
- A minimum of 5 years of working experience providing technical guidance and training within the peacebuilding, conflict management or similar sectors
- Extensive understanding of working on issues related to conflict management, conflict sensitivity, community-based approaches, awareness-raising, and development of policy recommendations
- Minimum 2 years of project management experience at the programme implementation level
- Demonstrated experience ensuring conflict-sensitive programming at the programme implementation level
- Fluency in verbal and written English
- The ability to translate develop realistic strategic plans that shape programming
- Experience coordinating across departments and sectors at field and country office levels.
- Experience designing and delivering training of trainers (ToT) sessions
- Experience designing and/or managing the delivery of MEAL plans
- Successful experience with fundraising
- Experience with the liaison with donors and Government authorities
- Experience in working in complex and politically-sensitive contexts
