GENERAL CONTEXT

Médecins Sans Frontières is an international independent medical-humanitarian organization, which offers assistance to populations in distress, to victims of natural or man-made disasters and to victims of armed conflict, without discrimination and irrespective of race, religion, creed or political affiliation.

MSF is a civil society initiative that brings together individuals committed to the assistance of other human beings in crisis. As such MSF is by choice an association.

Each individual working with MSF does it out of conviction and is ready to uphold the values and principles of MSF.

The MSF movement is built around five operational directorates supported by MSF’s 21 sections, 24 associations and other offices together worldwide. MSF OCBA is one of those directorates. The operations are implemented by field teams and the mission coordination teams; together with the organizational units based in Barcelona, Athens and decentralised in Nairobi, Dakar and Amman. The field operations are guided and supported by 5 Operational Cells, the Emergency Unit and other departments supporting operations, including the Fundraising Department.

PURPOSE OF THE FUNCTION

To provide 1st and 2nd line (remote or in person) technical support to MSF missions for implementation of Local Finance Training.
To contribute to identifying and analyzing the training needs and providing innovative training solution.
To contribute to building the skills of the coordinators to give the necessary support to the financial teams in the projects.
To contribute to defining (with cell and the mission) the Mission strategic procedures who allows to guarantee the finance minimum standards, focused in Finance Security and Budget Management. (will facilitate to identify training gap and prioritize the contents of the trainings).

TASKS/RESPONSIBILITIES:

Contributing to the continuous learning and development of the finance department by:

Identifying gap in training solution.
Contributing to the research and development of field tools, practices, guidelines and policies based on insights gained through the analysis of field needs.
Proposing innovative learning solutions to overcome recurrent problems and technical challenges.
Participating in the Social Learning Priorities of the Finop Service duplicating experience from a mission to another mission.
Supporting missions in implementing capacity building strategies aiming at empowering Finance Staff local teams, reducing therefore the impact of the rotation of the mobile staff)
Supporting the detection of potentialities in the Finance Staff for future developments.
Reflecting on innovative solution and simple tool to promote the communication and collaboration between the different department in the mission: local transversal workshop.
Supporting missions in implementing innovative and simple tools to promote communication and collaboration between the different department in the mission, including the organization of local transversal workshops.

Support and implementation of local trainings in the missions:

In collaboration with the mission and the cell (online and/or presential in the mission):

Identification of the training needs. (can be included needs of finance training for non-finance staff such as member of the coordination).
Support on the design of the local training workshop: agenda and logistic organisational.
Identification of the facilitators inside the mission (but also external facilitators) and support them to facilitate the courses.
Support in the elaboration of the modules of the training.

REQUIEREMENTS:

Education: 2 years’ experience in relevant field or HQ positions in MSF.
Experience:

2 years’ experience in relevant field or HQ positions in MSF.
Experience providing training to adult learners
Experience of Finance Coordinator in MSF OCBA.

Languages Fluent written and spoken English and French. Spanish is an asset.

CONDITIONS

Temporary home based position and travelling to the field.
Full time work.
12 months position
Annual gross salary: L5 (divided into 12 monthly payments) + secondary benefits based on MSF OCBA Reward Policy.
Starting date: Immediately
