The NGO Coordination Committee for Iraq (NCCI) is established in 2003, NCCI’s mission, structure and objectives continuously evolved to adapt to the changing circumstances and support needs for civil society in Iraq. Primary functions include coordination and information sharing, advocacy support services and capacity building for NGOs.

1. PURPOSE

The purpose of this consultancy is to delve deeper into the composition of Iraqi civil society in order to raise awareness and assist international stakeholders navigate this ecosystem.

2. OBJECTIVE

The objective is to research, consult and map civil society and its actors, with a focus on very local actors with strong expertise in their field of work, to strengthen understanding of the history of Iraqi civil society, its current set up and composition as well as sustainability (financial, capacity etc). In addition, the objective is to compare and contrast between different part of Iraq with a particular focus on southern governorates.

3. METHODOLOGY

The consultant should conduct the mapping activities using a methodology developed in partnership with NCCI. It is expected that it will be built around NCCI’s Civil Society Report from 2011, desk reviews, KIIs and meetings. Travel to southern Iraqi governorates will be required.

4. ROLES AND RESPONSIBILITIES

Consultant: The consultant will be responsible for designing and delivering the mapping tool, reach out for NGOs, collect and analyze results and deliver the final report.
NCCI: The Consultant will be contracted by NCCI. NCCI will have responsibility for the overall management of the Consultant and this will include; developing and finalizing the terms of reference, reviewing and finalizing the methodology and monitoring the delivery of milestones.

5. KEY DELIVERABLES

An inception report including a work plan, detailed methodology, report format and timeline, to be submitted within 5 working days from the commencement of the assignment.
Travel itinerary including list of stakeholders, incl. CSOs, to be interviewed.
Conduct mapping exercise and reach out for CSOs.
Final mapping and report.

6. DURATION AND TIMEFRAME

The final report needs to be submitted to NCCI by 31 May 2022 and the consultancy is to start as soon as possible

7. BUDGET RESPONSIBILITY:

Consultant fees $10,000 (lump sum for 2.5 month consultancy)

8. SKILLS AND EXPERIENCE REQUIRED OF CONSULTANT

The consultant is expected to have the following skills and expertise:

National or international in country is highly desirable.
Advanced university degree in social sciences/development science or relevant.
Minimum 8 years of proven similar experience
Extensive knowledge of civil society in the country context.
Strong communication, analytical and drafting skills.
Fluency in Arabic and English is mandatory
