Technical cooperation appointments are not expected to lead to a career in the ILO and they do not carry any expectation of renewal or conversion to any other type of appointment in the Organization. A one-year fixed-term contract will be given. Extensions of technical cooperation contracts are subject to various elements including the following: availability of funds, continuing need of the functions and satisfactory conduct and performance. This recruitment is subject to availability of funds.

Introduction

 

The Department of Partnerships and Field Support (PARDEV) establishes and develops strategic partnerships in close interaction with other ILO portfolios and with the Regions. It is responsible for developing the ILO’s strategy for development cooperation. PARDEV leads consultations and negotiations with development cooperation partners and is responsible for mobilizing voluntary contributions for the ILO’s programme, as well as coordinating technical and financial reporting to donors. In close collaboration with the other portfolios, PARDEV facilitates streamlining of work processes and procedures and provides assistance to enhance service delivery in the field. In addition PARDEV is responsible for providing field operation support.

In PARDEV, the Development Partner and Donor Relations Unit (DPRU) is responsible for maintaining relations with ILO donors and development partners, mobilizing both private and public voluntary resources for development cooperation including negotiating funding agreements. In addition the Unit is responsible for mobilising resources for the ILO Regular Budget Supplementary Account (RBSA). DPRU provides a single contact point for development partners and for ILO field offices and technical units on all matters related to resource mobilisation, including contractual arrangements and implementation of, and reporting on, projects.

 

The Jr. Resource Mobilisation Officer will work with a team of professionals in the area of resource mobilization and development cooperation, and will carry out a number of duties relating to a specific portfolio of development partners. The incumbent will provide support to secure increasingly predictable, flexible and growing resources for the ILO’s development cooperation programme in line with ILO policies and priorities.

Under the overall supervision of the Director of PARDEV, the incumbent will report to the Head of DPRU.

Description of Duties

 

Under the supervision of the head of DPRU, the official will carry-out the following tasks:

Resource mobilization and strategic engagement with partners:

Explore and research funding opportunities for the assigned potential partners, documenting priorities, work with other UN agencies, the funding modalities and timelines etc. Propose draft action plans on engagement, covering the possible technical units and field offices to be associated and the tools needed;
Provide support on the marketing of the ILO with these partners, working both on outreach and awareness raising, preparation of submissions for specific funding rounds etc.;
Assist in provision of support to local resource mobilization through review of best practices, partner intelligence and specific support for country-level resource mobilization efforts.

 

Contribution management:

Assist in the submission and negotiation process of new funding agreements: check draft funding agreements against ILO rules, regulations, directives and procedures, liaise with colleagues in Appraisal, BUD-DC and others;
Ensure that all signed funding agreements are placed on file in SharePoint Agreements, with Prodocs and Annexes;
Assist in planning and follow-up on annual consultations and review meetings with partners.

 

Portfolio Management:

Assist in the timely start-up and closure of projects in the portfolio;
Assist in the oversight of project portfolios by partners: help ensuring that progress reports, financial statements and submission letters have been submitted and filed in SP Reporting, without overdue records;
Assist in the outreach and communication to assigned partners about their engagement with the ILO. This will involve linking up to projects to identify messages, contacts with local offices and Embassies and liaising with ILO branch offices;
Draft internal correspondence and formal correspondence to partners.

 

Carry out any other related work tasks as required by Management.

Required qualifications

Education

 

First level degree in economics, social science, international studies or other relevant field.

 

Experience

 

At least one year of relevant professional experience in the area of partnerships and development cooperation, including some familiarity with the ILO’s development cooperation programme and knowledge of development partners and donor agencies. Prior knowledge of key ILO policy areas and programmes is an advantage.

 

 

Languages

 

Excellent command of English, and a good working knowledge of French language would be an asset.

Technical competencies:
Sound knowledge of the roles of and interrelationships among, international organizations and national governments in the development cooperation process and/or sound knowledge of socio-economic conditions in several countries. Excellent knowledge of development cooperation principles, concepts and techniques. Knowledge of economic and social conditions of various countries. Demonstrated skills and ability to perform analysis on a wide range of factors, requirements, policies and priorities for the assessment and implementation of projects.

 

Behavioural competencies:
Establishes productive client relationships. Seeks opportunities to build the depth and breadth of own expertise and knowledge. The ability to work in a multicultural environment and to demonstrate gender-sensitive and non-discriminatory behaviour and attitudes. Ability to plan and organise work effectively. Excellent analytical, trouble-shooting and problem-solving skills.

 

Conditions of employment

Any appointment/extension of appointment is subject to ILO Staff Regulations and other relevant internal rules. Any offer of employment with the ILO is conditional upon certification by the ILO Medical Adviser that the person concerned is medically fit to perform the specific inherent requirements of the position offered. In order to confirm an offer from the ILO the successful candidate will be required to undergo a medical examination.
