POSITION AND MAIN RESPONSIBILITIES
The OCA team of Pool Managers coordinate matching, staff development & talent management, and workforce planning for OCA’s international field staff. Pool Managers are responsible for specific pools of staff (e.g., pool of doctors, pool of logisticians, etc.). Pool Managers work closely with the Human Resources Coordinators in the field, Operations in HQ and field, the Human Resource Officers (HROs) in partners sections, Learning & Development and beyond. For all content/technical questions regarding field positions, Pool Managers work closely with the technical support departments.
Matches suitable candidates (international staff) to vacant positions in the field, ensuring candidate has both the skills and the competencies required for the field position, whilst steering the selection process and balancing the priorities between different vacancies;
Liaises closely with the Human Resource Officers (HRO’s) of all sections who are responsible for the supply (recruitment and career management) of candidates;
Performs debriefings with international staff coming back from missions, in order to be informed about the field position, context and to improve retention.
Staff Development and Talent Management:
Closely collaborates with HROs, missions and technical referents on staff development, talent spotting and talent management;
Based on staff development and organizational needs, selects international staff to attend relevant training courses;
Coordinates and develops talent programs for the pool, liaising with other pool managers, HROs, Learning & Development and other relevant colleagues to ensure cohesion in talent management;
Performs validation intakes with international staff for entering pools and talent programs.
Proactively analyses the pool with a view on short- and long-term needs;
Coordinates the inflow, through flow and outflow of candidates related to the relevant pool;
Keeps the overview of vacancies in the field, both short term and long-term needs;
Informs HROs about the vacancy planning and the specific requirements needed for the pool;
Initiates skill gap analyses within the pool and contributes to addressing identified learning needs;
Advises and cooperates with Operations and other relevant support departments about future constraints and opportunities, and actions to be taken for the pool.
MSF or INGO experience is preferred (2 years preferred);
Knowledge and/or MSF Logistics experience is an asset;
Experience with human resources management is an asset;
Ability to work under high pressure and under self-management;
Fluency in written and spoken English is required.

Personal characteristics that include service orientation, versatility, and being results- and solutions-driven;
Excellent verbal and written English language skills.
Temporary contract of 80-100%;
A gross monthly salary in scale 6 that ranges between a minimum of € 3,188, – per month and a maximum of € 4.312, -per month, on the basis of a fulltime appointment and depending on relevant work experience;
A premium-free pension;
A holiday entitlement of 30 days per annum.
