Job Summary
You will primarily provide technical advice, guidance, and support to existing and upcoming Global Fund and other major grants with significant ICT4D components in line with best practices of deploying and supporting digital health projects and campaigns. Your technical knowledge, advice and guidance will build capacity of CRS country programs as well as host governments in the management of large-scale digital systems. The incumbent is a trusted advisor that works at bo th strategic and tactical levels knowing, in detail, the necessary activities that need to take place to deliver successful technology solutions for impact in alignment with CRS’s broader vision. The role works closely with the High Performing Implementor (HPI) teams as well as Global Supply Chain teams (GSC) to align service delivery between the three departments over a five-year period. This position does not have direct supervisory responsibilities but will at times lead teams.
Roles and Key Responsibilities

Provide technical support to regional and CP teams, as well as host governments, remotely and on-site, to support the startup of digital mass campaigns. Specific activities include: ICT4D oversight and project management support, coordination with PNLP or similar in solution design, support deployment of MDM software and general device management, strengthening training and support models, and supporting device logistics.

Contribute to the development and implementation of agency-wide strategies, standards, tools, and best practices in digital health that effectively engage partners, donors and governments.

Co-develop and deliver free-for-service digital health product line and position CRS CPs for growth opportunities. Contribute to the development of the technical design for large and/or complex proposals with significant digital components.

Contribute to capacity strengthening initiatives in digital health systems for staff, partners, and host governments.

Support Global Supply Chain team in the roll out of end-to-end digital supply chain systems, with a focus on the last mile.

Contribute to knowledge management and learning through collecting and analyzing program data, evaluating strategic projects, assisting with measuring program impact, capturing and sharing lessons learned and best practices, and research and internal reports.

Establish and maintain relationships with donors, peer organizations, research and other institutions. Participate in forums in the area of digital health to collect and share best practices and promote CRS’ work.

Preferred Qualifications

Prior experience supporting digital mass campaigns

Prior experience with the Global Fund.

Prior experience strengthening government capacity in the digital health space

Understanding of supply chain systems, particularly around the last mile

Basic Qualifications (BQs)

Bachelor’s degree in relevant subject
Minimum of 5 years professional experience, of which at five years in international development including on overseas field assignments.
Experience in mentoring, coaching, facilitation and training applying adult learning principles and practices.
Demonstrated project management experience
Demonstrated experience with ICT4D technologies including data collection, visualization and mapping systems.
Understanding of business analysis and software development lifecycle methodology.
Proven experience in capacity strengthening and transfer
Experience with mass campaigns ideally digital mass campaigns
Experience and skills in networking and relations with donors, peer organizations, and faith-based and civil society partners. Understanding of partnership principles.

Work Conditions/Environment Conditions

This position will require a high level of travel typically on long term TDYs.
Travel will be primarily to Central and West African countries.
This is a telecommuting position, with preference for candidates based in West or Central Africa.
