1. Project Background:

The Honduras Local Governance (HLG) Activity works to enhance basic service delivery provision through increased citizen influence and improved governance in western Honduras and urban areas. The Activity ensures that health, education, and other critical services are expanded, deepened, and made sustainable as part of a holistic effort to promote local governance.

The Activity strengthens governance actions at the national, subnational, and local level, where basic services are delivered and where most Honduran citizens interact with their government. In addition, HLG works to contribute to the increase in citizen security and access to health services for vulnerable populations in high crime urban areas. This is achieved through capacity development of local government and service providers to respond to the COVID-19 pandemic, while continuing to strengthen the essential capacity of civil society groups, local governments, and service providers to provide citizens with improved services. In alignment with USAID’s Country Development Cooperation Strategy for 2020-2025 and its goal of “A more prosperous, democratic and secure Honduras where citizens, especially youth, are inspired to stay and invest in their future,” the Activity will also contribute to the reduction of irregular migration and reintegration of migrant returnees, while adopting Positive Youth Development approaches within the HLG context.

2. Role’s Purpose:

The Grants Director will oversee the $4 million grants pool on the Honduras Local Governance Activity. The role will be responsible for ensuring that all HLG grants are compliant with the HLG contract, USAID regulation, and DAI policy. Furthermore, the Grants Director will oversee a team of seven staff members on the grants team.

3. Objectives and Duties:

  • Leads and supervises the HLG Grants and Local Awards Team.
  • Oversees and manages the full award cycle for grants and local awards, including solicitation, review, execution, implementation management, monitoring, communication with recipients, and closeout.
  • Ensures full compliance with DAI and USAID policies, best practices, and procedures relating to subcontracts and grant development, awards, implementation, monitoring and evaluation, and grant and contract close-out.
  • Directs the development of grants and local award agreements, as well as the evaluation and selection process.
  • Oversees proper maintenance of documentation and reporting in accordance with USAID and DAI guidelines.
  • Prepares regular reports on grantee performance; identifies issues and risks related to activity fund implementation.
  • Conducts pre-award audits of possible grantee and local award organizations, in addition to periodic audits during implementation and at close-out.
  • Ensures that all grantee/activity monitoring reports and data are correctly entered into the project’s Activity Database (i.e. TAMIS) on a regular basis.
  • Contributes data required on a recurrent basis to assist in the preparation of reports, analysis, and presentations on grantee/activity performance.
  • Applies data and lessons learned from monitoring and evaluation to integrate learning into Fund practices and in order to replicate innovative initiatives.
  • Support the technical team in monitoring the work of grantees and local award recipients are in agreement with USAID and DAI policies and regulations, including ensuring deliverables, milestones, delivery, and expectations are met and are of high quality.
  • Works with the HLG Technical Team to identify activities from HLG work plans that can be implemented through grant or local award mechanisms and initiates those processes.
  • Builds the capacity the grants team on DAI and USAID policies and regulations as needed.

4. Required Qualifications:

  • B.A. or higher in Business Administration or related field.
  • Minimum of 6 years’ experience working on contracts or grants for USAID funded projects.
  • Experience working with, and building the capacities of, local communities, NGOs, private sector, and/or international organizations.
  • Excellent record of successfully establishing and managing grants for large and complex USAID-funded programs.
  • Ability to work and quickly adapt in a complex and volatile environment.
  • Strong training, communications, and personnel management skills.
  • Good computing capabilities with working knowledge of MS Word and Excel.
  • Strong interpersonal skills and written and oral communication skills.
  • Language requirements are as follows:
  • English level III (General working proficiency) Reading/Writing/Speaking.
  • Spanish level IV (Fluent) Reading/Writing/Speaking is required.
  • Honduran Candidates only as this is a local position.

5. Reporting:

  • The Grants Director will Report to the Deputy Chief of Party.
