Background:

The DRC/DDG Somalia Programme is the largest programmes in East Africa region and has been providing relief and development services since 1997. DRC/DDG is among the INGOs with the largest presence in Somalia, with country-wide programmes implemented through six main sub offices in Somaliland, Puntland, Hiran Region, Gedo Region, Bay Region and Banadir Region. The economic recovery specialist will provide technical assistance to WB funded Economic Recovery ( EcReC) activities in Jowhar, Balcad, Jalalaqsi and Mahaday field office. This post will play a critical role in supporting the delivery of quality programme implementation through sustained quality assurance advice. The economic recovery specialist will work closely with SCRP Project Manager and Area Manager in BRA/MGD/Hiiraan to develop detailed implementation plan, craft SOPs for various economic recovery activities and playing technical role in implementing farmers training, CFW, SME and fodder production among other project components. The economic recovery specialist is expected to review and improve existing process and identify opportunities for new and innovative EcReC intervention. He/she should promote DRC’s values through various entry points in the project and preserve staff moral and enthusiasm for the project work

Key Responsibilities.

  • Lead the implementation of all EcReC interventions in SCRP intervention locations, including cash-based programming, agricultural programming, livestock, and small business development
  • Ensure that the WB funded SCRP EcReC interventions are delivered according to DRC’s and donors’ contractual requirements and that all activities and deliverables are completed within the agreed timescale and budget.
  • Actively participate in the collection and analysis of information used to determine vulnerability, and develop transparent targeting criteria
  • In collaboration with the relevant stakeholders and communities, organize the identification, registration, and verifications of beneficiaries
  • Identify appropriate Cash for Work activities and ensure the CFW interventions are gender sensitive
  • Ensure quality and integrity of implementation, administrative systems, and established deadlines
  • Ensure that program teams and partner staff have the required understanding of food security and livelihoods
  • Monitor the project procurement planning and financial forecasting
  • Track staff movement in cooperation with supply chain team and safety team
  • Collect and analyze market information pertaining to food security and livelihoods regularly.

Program Development and Management

  • Participate in EcReC or sector specific technical assessments in the program area in coordination with other DRC thematic areas
  • Develop, plan, and implement EcReC activities, cash-based programming and livelihoods.
  • Advise on program implementation modalities (targeting criteria, mobilization, local partnerships, participant training, staffing, etc.) in coordination with SCRP Manager and area manager
  • Identify and address staff capacity building opportunities
  • Ensure gender is fully considered throughout the project cycle with women being enabled to influence decision-making around food security and livelihood issue.

Program Monitoring:

  • Working closely with the M&E Officer, put in place area EcReC sector MEAL plan, ensuring this links to reporting requirements, and capacity build technical field staff in carrying out the work
  • Prepare a detailed implementation plan and monthly/weekly plans and ensure the EcReC team adheres to the plan
  • In collaboration with the M&E Officer, regularly gather evidence and data from projects in the field
  • Participate in the design of baseline, mid-term and end of project evaluations
  • Participate in reporting, documentation lessons learnt, best practice and case studies to contribute to sector learning.
  • Facilitate inter/intra cross learning visits
  • Engage with research institutions and universities in conducting operational researches
  • Be aware and keep abreast of good practice and policy issues regarding food security and livelihoods in Somalia and the EAGLE region, translating this into programme design and adaptation.
  • Participate in internal coordination and management meetings to promote effective and efficient information sharing and program integration
  • Ensure early and rigorous implementation of accountability mechanisms
  • Prepare regular and comprehensive project progressive monthly reports
  • Perform any other relevant duties at the request of the line manager.

Experience and technical competencies: (include years of experience)

  • Solid experience (minimum of five years) working in pastoral, agro-pastoral and peri-urban livelihood zones in Somalia, particularly in South Central.
  • Extensive experience within resiliency and livelihood programming in Somalia.
  • Have extensive expertise on alternative livelihood interventions including; micro-finance, Business Development service, SME, VSLA, energy, cooperatives and market linkages
  • Experience with several of the following conventional FSL themes: Food security, livelihoods and agricultural recovery, cash programming, DRM/DRR, NRM
  • Experience in working with local communities through development of CAAPs, local community resource mobilization and coordination with local authorities, diaspora and private sector partners.
  • Experience linking humanitarian assistance into a resilience and development will be an added advantage.
  • Familiarity in managing and administrating grant (Budget Management) schemes and programs supported by international development partners /DRC major donors e.g World Bank Danida, BMZ, ECHO, SIDA, OFDA/BHA, SDC, EU, UN agencies.
  • Good computer skills including Microsoft Office and Outlook
  • Excellent communication (writing and oral), reporting and presentation skills in English and Somali
  • Willingness to travel to all project locations on regular basis.
