Chemonics seeks a deputy chief of party for the anticipated USAID National Governance Program in Georgia. The anticipated program will continue supporting the Government of Georgia to implement major directives of public administration and parliamentary reforms. The program’s goal is to increase government accountability, transparency, and responsiveness to citizens through strengthening oversight function of the Parliament and other key institutions, advancing open governance and anti-corruption reforms, and strengthening the capacity of CSOs and the private sector to effectively engage in and impact policy making as well as demand accountability. This position will be based in Tbilisi, Georgia. We are looking for individuals who have a passion for making a difference in the lives of people around the world.


· Work alongside the chief of party to promote and effect a coherent and strategic vision for the implementation of the project with buy-in from USAID, key counterparts, and local stakeholders

· Lead day-to-day technical implementation, coordination with activity counterparts, and preparation of contractual deliverables

· Provide strategic technical vision to plan and implement activities and achieve results related to control, risk management, supervision, and transparency

· Oversee activities to increase effectiveness, transparency, and accountability of government institutions. Coordinate closely with chief of party and technical leads to maximize impact

· Manage strong relationships with national-level counterparts, in coordination with chief of party

· Take a leadership role in project reporting, work planning, and budgeting

· Act as chief of party in chief of party’s absence


· Advanced degree in Public Administration or related field, or an equivalent combination of education and work experience in a related field

· Minimum 5 years of experience in a senior management position, such as DCOP or team lead, for USAID-funded and/or other donor-funded projects

· Experience working in Eastern Europe and/or Central Asia

· Demonstrated ability to establish strong working relationships with government officials, non-governmental organizations, local media, and other donors

· Demonstrated leadership, versatility, and integrity

· Fluency in English and Georgian required
