ICAP at Columbia University (ICAP) leads the multi-country CQUIN learning network, funded by the Bill & Melinda Gates Foundation. CQUIN aims to foster the expansion of HIV differentiated service delivery (DSD) in Africa via south-to-south learning and provision of technical assistance to Ministries of Health and other partners engaged in the design, implementation, and evaluation of differentiated HIV programs.
Working closely with the CQUIN Project Director in Eswatini and under the supervision of the CQUIN Principal Investigator in New York, the Associate Research Scientist (Deputy Director/Technical) will be responsible for ensuring that CQUIN provides high-quality technical assistance and world-class thought leadership in differentiated HIV services. The Associate Research Scientist (Deputy Director/Technical) will provide coordination and oversight for CQUIN’s diverse communities of practice and support the design and delivery of CQUIN workshops, webinars, and technical meetings. As part of the CQUIN leadership team s/he will also support strategic planning, project evaluation, and support CQUIN’s regional staff as they liaise with Ministries of Health and other partners to promote uptake of DSD policies and tools; coordinate ICAP’s technical assistance in a wide range of domains related to DSD, including support for DSD-related operational manuals and guidelines; support DSD capacity building at the national and sub-national levels; and convene meetings, workshops, and south-to-south visits.
This position is grant funded.
• Coordinates a team of multidisciplinary DSD Advisors working for ICAP’s CQUIN project. 15%
• Provides high-level technical assistance for DSD program design, implementation, and evaluation in CQUIN network countries. 30%
• Represents ICAP and the CQUIN project at meetings with government officials, donors, and partner organizations, in coordination with CQUIN leadership, 5%
• Has day-to-day responsibility for program planning, coordination and delivery of south-to-south learning, documentation, and evaluation, and ensuring that measurable outcomes are attained within CQUIN-supported countries. 2.5%
• Supports effective project management, including development and monitoring of work plans, documentation, and project performance monitoring. 2.5%
• Supports the design, implementation and evaluation of in-person and virtual workshops, webinars, and meetings, including developing concept notes, agendas, panels, and presentations; preparing participants; reviewing presentations; analyzing evaluation data; and writing reports. 10%
• Coordinates the design, implementation, and evaluation of CQUIN’s communities of practice, overseeing and guiding ICAP technical leads as they convene and support south-to-south exchange and co-creation of resources, frameworks, and tools. 10%
• Works with the CQUIN monitoring and evaluation, quality management, and clinical teams to support DSD performance reviews, action plans and follow-up activities. 5%
• Supports the development and implementation of research projects and catalytic projects. 5%
• Assists in documenting and disseminating CQUIN activities by writing conference abstracts and manuscripts and participating in panels at regional/global conferences. 2.5%
• Assists in preparing project reports to the donor, ICAP Senior Management and network countries 2.5%
• Perform other related duties as required. (5%)
• Frequent international travel is expected, likely 12 trips/year
• Requires an advanced degree in medicine and/or or public health, or equivalent in education, training and/or experience. Requires a PhD or doctoral degree.
EXPERIENCE, SKILLS & MINIMUM REQUIRED QUALIFICATIONS:
• Minimum ten (10) years of progressive responsibility designing, implementing, and evaluating HIV programs in Africa.
• Robust expertise in HIV differentiated service delivery.
• Demonstrated excellence in leadership of health programs and initiatives in Africa.
• Experience working in collaboration with Ministries of Health and other governmental and non-governmental partners to provide technical assistance and to influence policy and advance adoption of innovative program designs.
• Experience planning and hosting both in-person and virtual meetings and/or webinars.
• Proficiency with Microsoft Office suite, including Word, Excel, and PowerPoint is required.
EXPERIENCE, SKILLS & PREFERRED QUALIFICATIONS:
• Experience designing and implementing implementation science research is desirable but not required.
• Fluency in English (oral and written) required; fluency in French and/or Portuguese is desirable but not required.
• Proficiency with Zoom and Dropbox is desirable but not required.
