Polish Humanitarian Action (PAH) is currently looking for a Consortium Coordinator for its Mission in Iraq.

Polish Humanitarian Action (PAH) is an international non-governmental humanitarian organization providing humanitarian and development help worldwide since 1992. So far, the interventions have been carried out in 46 different countries. By possessing long-standing expertise in the implementation of projects in Water, Sanitation and Hygiene, Food Security and Livelihoods, as well as Nutrition and Education, PAH concentrates its global activities on ensuring sustainable and stable development of regions suffering from the consequences of armed conflicts, natural disasters and other humanitarian crises.

PAH has been present in Iraq since 2016, delivering humanitarian aid to the most vulnerable of the conflict-affected population in hard to reach area. PAH provides assistance to internally displaced people, refugees, returnees and hosting communities in camps and non-camp locations, elderly and single mothers, working in the sectors of Protection, WASH, MPCA, Food Security and Livelihoods.

Purpose of the role: serve as the key liaison with donors and other stakeholders in order to facilitate the collaborative partnership between them and the consortiums partners. Establish and maintain an integrated vision among partners while being accountable for delivery on project objectives, targets, within time, and allocated budget.

Main responsibilities:

1. Strategic planning and projects leadership:

Take overall responsibility for consortium project implementation design, management, monitoring and reporting.
Supports the development and update of an integrated strategy at the project level in coordination with the Consortium partners.
Responsible to present to the partners with key decisions and information such as operational and financial feedback and recommendations
Lead the development and execution of detailed implementation plans in coordination with the consortium partners.
Responsible to keep a global overview on efficient use of the financial resources linked to the consortium
Lead the development of contingency plans to allow continuation of the consortium humanitarian response in case of context changes.

2. Coordination:

a. Internal coordination:

Responsible for the coherence of operational approach and programmatic collaborative spirit of the consortium members and for the implementation of efficient coordination and communication mechanisms between consortium team members
Supervises and assesses the achievement of common and specific objectives.
Proposes programmatic and operation adjustments necessary to the project to the members of the consortium and facilitates the implementation of those changes with the partners’ respective teams.
Anticipates contingency plans allowing continuity of the humanitarian response in case of a change in context.
Lead the technical coordination of the consortium and continuous learning process to reinforce the integration and improve the field response.
Ensures the efficiency, effectiveness, transparency, and participatory nature of the means of coordination implemented between the partners.
Timely communication and information dissemination among partners related to consortium project.

b. External coordination:

Represent the consortiums with donors, National and Regional Technical Working Groups (MHPSS, GBV, WASH and legal Task Force), UN agencies, other humanitarian actors and National Authorities.
Lead the active coordination with all necessary forums and stakeholders, including UN agencies, sectorial Working Groups, to reduce on-going and future humanitarian needs, increase resilience and assist a durable recovery
Develop and Maintain a transparent, constructive and trusting relationship with the institutional donor(s) of the project.
Lead the consortiums’ advocacy strategies aiming at specific changes at policy level and addressing critical gaps in the current response.

3. Grant Management:

Lead the overall programmatic, logistic and financial management of the grant agreement of consortium/s, that donor’s contractual obligations are met in terms of project deliverables and that the activities are implemented according to the approved donors’ partnerships and agreements.
Lead the contractual reporting (as per reporting schedule agreed by all consortium members, collect / consolidate narrative reports from all consortium members) and the preparation of documentation for any projects modifications, including budget revisions, amendments or extensions and that such changes are made in close consultation with the consortium partners;
Lead the identification of risks and obstacles and definition of remedial actions with agreement of consortium partners
Lead the technical and progress field monitoring of activities are implemented and the organization of regular lessons learnt workshops to improve the approach and mechanisms in place.
Conduct periodic program reviews with consortium partners, identify gaps, develop action plans to address issues
In coordination with PAH and consortium partners finance departments to monitor budget implementation to avoid under or overspent.
Support program team in resource mobilization and proposal development.

4. MEAL:

Lead the elaboration, implementation, and review of effective MEAL plans with PAH and consortium MEAL departments.
Responsible (with the support of MEAL department) for relevance and quality of reports, analysis, maps, lesson learned, CFRM and recommendations produced and for the regular production of Dashboards.

The successful candidate will be selected based on the qualification requirements described below:

Experience in project management (minimum 4 years) within humanitarian context; development program experience will be a plus;
Proven experience in implementing projects within partner networks or consortia & monitoring and evaluation of multi-sectoral projects;
Solid understanding of and experience in reporting on multi-sectoral projects to international donors;
Experience in organizational representation, coordination and liaison;
Excellent conceptual, planning, organizational, and leadership skills;
Highly developed communication, negotiation and problem-solving capacities;
Highly developed cultural awareness and ability to work well in an international environment with people from diverse backgrounds and cultures;
Strong sense of personal and professional integrity;
Good knowledge of basic MS Office computer software;
Post-graduate degree in social/political sciences, international development, public health, mental health degree, engineering or in a humanitarian assistance related field;
Languages: Full proficiency (C1) in spoken and written English required, knowledge of Kurdish or Arabic will be an asset;
Willingness to travel across Iraq particularly to Ninewa governorate.
