The Technical Advisor provides technical assistance to strengthen the management of vaccine interventions against COVID-19. He/She works under the supervision of the Country Project Manager and in collaboration with Senior Technical Advisors in Infection Prevention and Control (IPC) and Antimicrobial Stewardship to:
Provide technical support to the Ministry of Health, the Directorate for the Coordination of the Expanded Vaccination Program (DCPEV), the National Institute of Public Hygiene (INHP), the Ivorian Pharmaceutical Regulatory Authority (AIRP) and other relevant departments and institutions at central, regional and peripheral levels to strengthen the management of activities related to COVID-19 vaccination, supplies and other health technologies.
Support technical committee coordination mechanisms.
Support the development of local COVID-19 vaccine deployment micro-plans.
Support staff training on injection safety, IPC and waste management
Verify compliance of IPC practices at vaccination points.
Support the development of the vaccine distribution network from the central level to the vaccination centres.
Support vaccine quantification and distribution, ancillary product allocation and cold chain requirements.
Support the monitoring and surveillance of vaccines (including temperature monitoring) and the status of stocks and the use of ancillary products.
Participate in the development and implementation of training programs related to COVID-19 vaccination.
Support vaccine supply chain trainings.
Coordinate, with the support of the Senior Technical Advisors and the country team, the planning, design, implementation and evaluation of technical activities ensuring their adequate contribution to the results of MTaPS.
Participate in the development and implementation of training programs relating to the strengthening of pharmacovigilance and waste management.
Support pharmacovigilance activities during COVID-19 vaccine deployment.
Provide support for quality checks, tracking, documentation, reporting and knowledge management activities
Provide support for conducting literature reviews, research and investigative activities.
Support any other task, including strengthening pharmaceutical systems and services as recommended by his/her supervisor.
MAIN DUTIES AND RESPONSIBILITIES
Technical support 40%
Participate in COVID-19 response activities in particular vaccine delivery service, infection prevention and control, waste management, strengthening of the pharmaceutical management system, assessments, micro-planning at the level of the health district, strategic planning ensuring that findings, recommendations, and plans are all consistent with USAID objectives and host government priorities.
Provide technical support for the implementation of planned activities and review of project deliverables to ensure quality of outputs.
Participate and represent MSH and the project at meetings with the Ministry of Health, the Directorate for the Coordination of the Expanded Vaccination Program (DCPEV), the National Institute of Public Hygiene (INHP), the Ivorian Pharmaceutical Regulatory Authority (AIRP) ), other government agencies and institutions, USAID, Global Fund and other national and international partners and collaborators.
Capacity building 40%
Participate in human resource capacity assessments and collaborate internally and externally to develop country-specific materials, strategies and deployment plans for capacity building.
Assist the Ministry of Health and other national organizations in the design and revision of policies, standards, guidelines, procedures and other relevant materials.
Participate in the planning and implementation of immunization and pharmaceutical systems strengthening aimed at strengthening the capacities of the Ministry of Health, national programs, the drug regulatory authority and other pharmaceutical entities and training institutions.
Collaborate with stakeholders to develop, deploy, and implement appropriate tools needed to improve COVID-19 immunization activities, pharmaceutical information management systems, and their appropriate use to decision making.
Monitoring and Evaluation 20%
In coordination with the M&E team, support the project in setting up relevant data collection mechanisms for the established indicators. In addition, participate in program review activities and make appropriate recommendations.
Support project staff with adequate documentation and dissemination of program results and lessons learned, including development and submission of abstracts and papers to scientific journals and conferences.
Required : University degree in medicine or pharmacy.
Desirable : Advanced degree in medicine, pharmacy, business management, public health and other relevant fields.
Required : Six years of relevant experience in immunization, pharmaceutical management and systems strengthening related projects, preferably at central or regional/district level.
Experience with international donors such as USAID, Global Fund, UN and World Bank would be an asset.
Desirable : At least three years of experience in immunization management activities, supply chain, regulatory information, pharmacovigilance and pharmaceutical management and systems strengthening.
Knowledge and skills :
Specialized training and/or experience in at least one or more of the technical areas/strategies that support the COVID-19 vaccination service. Key technical activities and strategies include: infection prevention and control, waste management, cold chain supply and management, vaccine safety monitoring, vaccine service delivery and administration. vaccination and monitoring and evaluation.
Relevant experience in international public health, in particular in the implementation of activities related to infectious diseases and antimicrobial resistance, preferred.
Experience with programs supported by bilateral agencies such as USAID and international agencies such as WHO and World Bank preferred.
Ability to write clear technical reports and documents in English is required.
Ability to prioritize in a time sensitive environment and meet deadlines.
Proven computer skills, knowledge of appropriate data analysis and reporting methods.
Mastery of the French language ; ability to speak English is desirable.
Ability to work independently or in a team.
Good judgment for decision making.
Strong interpersonal and communication skills; ability to build consensus and lead a team constructively.
Physical demand: Travel requirements 30% domestically.
