The Arms Control and Disarmament Cluster (formerly the Arms Proliferation Cluster) at the GCSP is dedicated to the challenges of arms control, disarmament, and non-proliferation, as well as other weapon-related issues. The Cluster analyses arms-related developments, creates related knowledge and insights, deduces the policy implications, develops policy recommendations, offers general and specific policy advice, and organises and leads related events, including executive education courses, such as on the Arms Trade Treaty (ATT) or arms control in the Middle East and North Africa (MENA).
The Cluster aims to cover the whole spectrum of arms control, disarmament, and non-proliferation (nuclear, chemical, biological, and conventional weapons) as well as addresses inter-relationships with other transnational challenges such as terrorism, organised crime, pandemics, or the climate crisis. The Cluster collaborates with governments, international organisations, NGOs, and the private sector.
The position involves the following responsibilities:
MAIN ACTIVITIES AND RESPONSIBILITIES
Leading and coordinating the design, development and substantive preparation, implementation, and follow-up of a wide range of Cluster and project activities (such as workshops, conferences, hosted events, seminars, presentations, public discussions, roundtables, courses, and visits). Expand the pool of external experts, plan and coordinate their input into the Cluster’s activities.
Guiding, drafting, and editing policy papers, background documents, and training materials as well as carrying out research on a diverse range of Cluster-related issues, including collecting, analysing and presenting findings and other information.
Establishing and building relevant networks and partnerships as well as maintaining relations with GCSP stakeholders (such as decision-makers, senior military, government and diplomatic officials, civil society, current and potential funders), and providing advice to these actors.
Steering, coordinating, and supporting programmatic resource mobilisation efforts, including the identification of fundraising opportunities, the preparation and submission of project applications and proposals, donor stewardship and reporting.
Supporting colleagues within the Department as required and requested by the Head of Department.
REQUIRED EDUCATION AND EXPERIENCE
Doctoral or Master’s degree, in International Affairs, Political Science, International Law, Humanitarian Studies, Risk Management, or any other field directly relevant to the GCSP’s mission.
7-10 years of functional experience in arms control, disarmament, and non-proliferation at think tanks, academia, governments, and/or international or non-governmental organisations.
Demonstrated knowledge and insights, in arms control, disarmament, and non-proliferation, proven by participation in relevant policy processes and/or publications.
Experience in project, programme, and course curriculum design, implementation, and delivery in a professional and adult learning environment.
DESIRED SKILLS AND EXPERTISE
Proven writing, researching, and editing skills as well as capacity to develop policy recommendations.
Recognised skill to advice and consult as well as work with staff of governments, international organizations, non-governmental organizations, and the private sector.
Demonstrated pedagogical skills and an ability to facilitate and deliver workshops, public discussions, trainings, and courses.
Leadership skills and high drive, a proactive and can-do attitude.
Team player with a positive working rapport with colleagues and respect for diversity.
Excellent interpersonal skills and client orientation.
Extremely organised, able to multitask, and attentive to details.
Hands-on attitude, demonstrating both strategic and operational skills.
Good IT skills, proficiency in Windows environment is expected.
Proficiency in spoken and written English; knowledge of French or German is an advantage; knowledge of other languages desirable.
Swiss or EU National or holder of a valid work permit.
