Consultancy to technically and operationally strengthen strategies of the Bucaramanga mayor’s office that prevent and respond to gender-based violence.

Program Presentation

USAID’s Connecting Pathways for Rights (CCD) program supports the transition between humanitarian aid and medium- and long-term development for Venezuelan migrants, Colombian returnees and host communities in Colombia. It aims to increase community cohesion and citizen security, to guarantee the right of all members of society to live free from all forms of crime and violence, regardless of their legal status in the country. CCD is implemented by a consortium comprised of Freedom House, Pact, ABA-ROLI and Internews. CCD operates in metropolitan areas with large migrant populations such as Riohacha, Maicao, Cúcuta, Bucaramanga, Santa Marta, Cartagena, Barranquilla, Cali, Medellín, Bogotá, Pasto and Ipiales. CCD addresses the human rights violations prevalent in host communities that pose the greatest risk to cohesion and security. The project supports the prevention and protection of people from labor exploitation, sexual exploitation, forced recruitment, human trafficking, forced disappearance and gender-based violence (GBV). Among the populations prioritized by CCD, emphasis is placed on women, children and youth, indigenous people, Afro-Colombians and lesbian, gay, bisexual, transgender and intersex (LGBTI) people.

Under Objective 1 -Prevention of human rights violations-, CCD strengthens the Colombian government’s legal framework and institutional capacity for the prevention of human rights violations and the regularization of Venezuelan migrants. Under Objective 3 – Responding to human rights violations – CCD helps improve the documentation, assessment and dissemination of human rights violations and supports litigation for vulnerable populations. CCD contributes to increasing access to quality justice services for migrants and victims of human rights violations.

Consultant Responsibilities

The consultant will be responsible for designing a strategy for the implementation of community actions and networks that help prevent gender-based violence and for technically strengthening the municipal administration’s strategy for response and psychosocial care for women survivors of gender-based violence.

Main duties and responsibilities

  • Work in coordination with the interdisciplinary team provided by the Integral Women’s Center, contributing to the territorialization of care services.

  • Design a social intervention strategy with a gender approach to support the consolidation of community networks of migrant women.

  • Provide accompaniment to cases identified in the territory related to gender-based violence and/or other psychosocial vulnerabilities that exacerbate the risk of violence in migrant women.

  • Prepare reports that record the progress in the territorialization of the services offered by the Integral Women’s Center.

  • Participate in social intervention spaces aimed at strengthening prevention actions through group workshops within women’s community networks.

  • Work with cooperation agencies located in the territory whose actions directly address gender-based violence and strengthen alliances with the municipal administration.

  • Other duties as required and within the framework of the objectives of the consultancy.


  1. Work plan for the execution of duties and responsibilities.

  2. Document on a social intervention strategy focused on the consolidation of community networks of migrant women.

  3. Proposal for the territorialization of care services for vitims of gender-based violence in the municipality of Bucaramanga.

  4. Psychoeducational and didactic material to enhance prevention actions.

  5. Assessment document on the situation of gender-based violence against migrant women in Bucaramanga.

  6. Design and implementation of pro-post surveys to measure change.

  7. Identification of emblematic cases that were part of the psychosocial accompaniment process.

  8. Final report systematizing the results of the consultancy, including the main findings, lessons learned, challenges and recommendations for the Mayor’s Office of Bucaramanga and the Women and Gender Equity Program.

Consultant Supervision

The consultant will have the technical and managerial guidance of the Regional Coordinator to ensure the quality and execution of activities and deliverables.

Basic Qualifications

  • Social worker with expertise in gender and mixed migratory flows.

  • Minimum two (2) years of proven professional experience in social intervention with vulnerable groups.

  • At least one (1) year of technical and academic experience focused on gender and cases of gender-based violence.

  • Must live in Bucaramanga, Colombia

  • Ability to design workshops with a gender and social intervention approach.

  • Fluency in Spanish (written and oral) is required.

  • Experience with Microsoft Office software.

Contract duration: 3 months
