Job Title: Senior Training Officer, P-4, HQ Amman, Jordan (Temporary Job Opening)
Setting and Reporting The Senior Training Officer reports to the Deputy Director of Human Resources (D/DHR). The incumbent is assigned to strengthening Humanitarian Principles (HP) initiative. Responsibilities – Prepares a Human Resources (HR) Staff Development framework, including: – Updating the HR training policy and accompanying strategy, focusing on three pillars of training i.e. (i) Mandatory (ii) Technical (iii) Leadership; – Developing Standard Operating Procedures (SOPs), implementation plan, and monitoring mechanism for all training streams; – Reviewing benchmark UN system best practices in relation to leadership, operational management, and accountabilities, including coordinating with other UN entities on best practices and other approaches to training and staff development; – As part of the new policy drafting and development, reviews and defines the Agency’s list of mandatory trainings and respective departmental responsibilities; reviews and updates downstream SOPs to guide the Field and HQs on implementation and monitoring mechanisms; – Provides training and guidance to departments on their respective training material, on monitoring and on proper budgeting for such activities; – Works with Finance Department and HRD Workforce Planning Section to align the budgetary instructions with staff development needs, considering provisions in International Development Policy (ISDP) and Area Staff Development Policy (ASDP); discusses additional instructions, if necessary, in order to maintain overall consistency of training needs; – Ensures departments have proper training on Key Performance Indicators (KPIs) in place to meet the mid-term and long-term objectives of the Agency, and establishes a process to ensure KPIs for trainings are adequately identified, measured and reported; – Reviews top-rated learning management systems in coordination with the IMTD; this includes: – Completing a benchmarking study with other UN system agencies; – Working with IMTD/Procurement to prepare a tender, evaluate proposals, and prepare an executive summary of recommended solution(s); – Presenting the proposal and implementation plan to the HR leadership and the Executive Office; – Recommending a way forward to the Director of HR considering the utility of the current iLearn system compared with other UN training systems and considering the Agency’s available budget. Work Experience At least eight years of progressively responsible relevant experience in training, staff development, training policy development and implementation, learning management systems, adult learning in a business environment. Solid knowledge and experience covering the full learning cycle, including nstructional/learning design, development (online, face-to-face, and blended etc.). A minimum of 2 continuous years of relevant international experience outside UNRWA, and outside the country(s) of which the candidate is a national or holds citizenship, a passport or a national identity number. Languages Excellent Command of spoken and written English. Assessment Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview. Special Notice Type of Contract and Duration: Temporary Appointment for 6 months with the possibility of further extension subject to availability of funds, need and performance.
