The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organisation with 60 years of experience in helping to create a safer and more dignified life for people affected by displacement. NRC advocates for the rights of displaced populations and offers assistance through its core competencies (CCs): Camp Management, Education, Livelihoods and Food Security, Information Counselling and Legal Assistance, Shelter, and Water, Sanitation and Hygiene.

Yemen is currently one of the world’s worst humanitarian crises. An estimated 80% of the population is in need of humanitarian assistance and more than 3.6 million people have been forcibly displaced from their homes. The conflict has also had a devastating impact on education: there are now 1.9 million children out of school in Yemen, and a total of 4.1 million school-aged children who require assistance to be able to continue their education.

The Consortium Manager will report within NRC’s Country Office structure for the line management, while the Consortium Manager will report to and be accountable to the Consortium Steering Committee, which will consist of all consortium members’ Country Directors (or designated representative). The Steering Committee will develop and agree on a set of clear guidelines for the Consortium Manager to follow. The Consortium Manager will operate independently from partner’s operations.

This position will be hosted by NRC, which has been working in Country since 2012. Although hosted by NRC, including in terms of organisational procedures such as logistics, finance and security, there will be a degree of separation and independence of the consortium manager and consortium management unit to ensure more equal representation of all consortium members.

The Consortium Manager will oversee the consortium management unit and coordinate the work of the steering committee, technical committee, member organisations and donor(s) to achieve the consortium’s objectives.

Generic responsibilities

  1. Coordinate with consortium members to ensure high quality implementation of activities, compliance with donor and consortium rules, and accountability to beneficiaries.
  2. Ensure effective coordination and communication among consortium members, steering and technical committees, programmatic and finance/support teams across partners, donors, and other stakeholders. Coordination is one of the key elements of the position.
  3. Recruit and manage consortium-specific staff, consultants and sub-contractors as needed to carry out activities.
  4. Manage the consortium management’s unit’s budget, assets and resources.
  5. With the Steering Committee, develop and implement a multi-year consortium strategy (programmatic and financial).
  6. Act as a focal point for the consortium. Represent the consortium to external stakeholders – donors, government, coordination bodies, and local and international NGOs. Include the Steering Committee and other consortium staff in representation as much as possible and as appropriate. Network with relevant actors to help achieve consortium objectives.
  7. Responsible for all aspects of grant management including but not limited to submitting high-quality proposals to donors, financial and programmatic reporting, grant filing, partnership agreements, and sharing grant information (reports, proposals, agreements) with consortium members.
  8. Coordinate the monitoring and evaluation of member activities as needed for reporting, learning and possibly advocacy purposes.
  9. Coordinate Steering Committee meetings and implement the agreed course of actions.
  10. Ensure compliance and adherence to NRC policies, guidance and procedures.

Specific responsibilities

  1. Represent the consortium toward the donor(s), other humanitarian/development actors, clusters, and government authorities and therefore communicate with all relevant stakeholders. This includes overseeing the consortiums media and communication activities and lead the drafting of content for external communication.
  2. Effectively manage smooth collaboration and engagement among the different parties/structures of the consortium through facilitating regular reporting, communication, meetings, and provision of updates.
  3. Coordinate the harmonization of approaches and methodologies across all consortium partners by developing and monitoring use of common tools, as well as creating opportunities for experience sharing and learning.
  4. Ensure effective and compliant adherence to the project cycle management process.
  5. Oversee and monitor the work of consortium and local implementing partners, ensuring that technical quality and standards are considered and respected during project implementation; and provide technical and operational support to the implementing partners to ensure effective achievement of programme deliverables.
  6. Conduct periodic field visits to validate progress reports, identify problems and issues to address during Consortium Management Team meetings and make recommendations for improvement;
  7. Advise on and assist with project reviews conducted by internal and external monitoring and evaluation team;
  8. Ensure that the consortium partners are adhering to the contractual obligations of the singed agreements as well as ensure that donor rules and procedures are understood and respected by all parties, sharing information and conducting training if required on proposed systems and processes for consortium management;
  9. Working closely with NRC finance focal point, compile, prepare and submit all reports to the donor based on individual reports from the Other Members.
  10. Develop a reporting schedule that is agreed by all consortium members, then collect and consolidate narrative reports from consortium members for donor reporting;
  11. Prepare documentation for any project modifications, including budget revisions, amendments or extensions. Ensure such changes are made in close consultation with the consortium partners;
  12. Ensure efficient management of financial resources, including the review and program approval of partner financial and narrative reports. Monitoring expenses against spending plans and according to donor and NRC policies.

Generic professional competencies

  • Advanced university degree in relevant field.
  • Minimum 5 years of experience in senior project management and/or coordination for an international organisation with responsibility for programming in a humanitarian, conflict or post-conflict context; or equivalent.
  • Proven experience in project cycle management and grant management.
  • Strong communication, inter-personal, facilitation and diplomatic skills, including the professional credibility to provide coordination and sometimes guidance to member organisations.
  • Fluency in English, both written and verbal, with strong writing and editing skills.

Context related knowledge and experience

  • Knowledge about the specific area of the grant objectives (Education)
  • Experience working with the specific donor(s) of the consortium
  • Experience with external representation.
  • Knowledge of Arabic is a plus.
  • Solid understanding and experience of crisis contexts and working in complex emergencies.
